Deposit not refunded

In November 2021 I agreed with Themba Sibanyoni to do some work at our filling station. After approving the quote we paid the 50% deposit. He failed to present a safety file to the Construction Site Manager, which I later learnt is a requisite for working on a construction site, but they didn't seem to know about this basic requirement. So much for their knowledge of the industry. The work could not be done, and Themba refused to give back the deposit. In fact, he blocked all my channels of communication and refuses to pay back the money.
