No accountable person for courses

I registered for the small business consulting course in 2021 and submitted all course work and assignments, the lecturer of the department left. I had to follow up and resubmit my assignments to 2 other lecturers who never provided feedback. I cannot get a hold of anyone and there is always someone new that is running the department and course. It is a huge struggle to get anyone that is accountable to assist with this query.
