does nwu decide who get approved by nsfas?

goodday i am a second year student at nwu. i app**** for nsfas in 2019 for 2020, which was declined and i appealed. my appeal has passed and nsfas requested my proof of registration from nwu a few months ago. i contacted nwu and the lady refuses to send my proof of registration for 2020. she informed me that she will see to it that my application will declined as i did not met the academic requirements in 2019. nsfas told me that they are using the latest results, but she still feel that i do not deserve the bursary. i passed 2020 with a distinction and has more than a 50% passrate. i stiil has an amount outastanding on my account with nwu. and waa threatened by this lady if i do not pay. i will not be able to register for 2021. i kindly requested her just to forward my proof of registration for 2020 in order for nsfas to unlock my funds. she refuses. i dont know what to do because i do not have a 12 000 rand to pay. i did report it also to the manager at their finance office. they kept on referring to the 50% passrate. but my latest passrate is much more than 50%. what can i do to get nwu just to forward my proof of registration for 2020 to nsfas. nsfas office told me that i was funded for 2020 and they are just waiting for the proof if registration for 2020 to unlock funds.
