LICENSE AND REGISTRATION 7 weeks outstanding

I have purchased my VW in Heidelberg from the dealer on the 18th October 2017 . Since then I have not yet received my vehicles registration documents. It has been 7 weeks with no resolution. Currently I'm not able to confirm when this dealership will be getting back to me with a task that should take less than 21 days. Several promises has been made to get back to me the next day not only by the Sales executive but also his Manager. The dealer principal also nectlected to contact me as promised. How is this possible that the registration process takes this long? I have planned my holiday as stressed out to Mr Senekal. It seems that no one is able to assist not even the Dealer Principal.
