VW charged me R 1175 for a basic inspection for broken fanbelt without even delivering a Quote.

The fanbelt on my Amarok broke. VW NTT Paarl charged me R1175 for a very basic visual inspection and only gave an estimate of the repair. I never received the formal quote for the repair. They refused to release my car to the towing company. When I delivered the car I told them the car is 1500km from the next service, and if the quote for the repair is acceptable, I would like to book it in for a service. Now they claim I booked the car for a service. I informed Suzette at service reception that I'm very disappointed and requested to speak to the service manager (Johan). He was busy and I was told that Johan would return my call. He never returned my call.
