Failure to get my refund

On the 25 of January I bought a car from NTT Volkswagen Kimberley via their sales rep Fate Makhaga, upon receiving the vehicle he told me the plate number's would be sent within 2 weeks,as I was charged the registration fees and the plate numbers were included. Instead of getting plate numbers he told me countless lousy excuses as to why he hasn't delivered them. He eventually told me to order them and he would refund me, instead of getting a refund more and more lousy excuses followed, I eventually escalated the matter to Corne Viljoen, who initially promises to resolve the matter but then at a later stage he also started ignoring me. The treatment I got From NTT VW Kimberly is really appaling and disgraceful.
