Worst service

This morning when I got to work, there were two dogs sitting under one of my cars, I then phoned the SPCA, which then said they don't pick up stray animals, they said I should phone the municipality, well I phoned them, and they also said this wasn't their work to do this, So my question is, what are Polokwane SPCA doing with all the money that gets sponsored to them for services like these, As far as my knowledge goes, they have sponsored vehicles to pick up these dogs, please SPCA start doing your work, don't pass the buck, these animals need shelter and a place of safety, I cant keep them on my premises forever
