Worst dog rescue

I’m so disappointed, I complain over a dog that’s been chained, They come and ask the owner why the dog is chained and the owner of course make up a excuse, like if she will say the dog have been more than 2+ years of his life on chains, there’s no toys, no one clean his place, he doesn’t get attention or love, but no they ask the owner and believe, yeah I know they can’t just take the dog but asked people next door also not just the owner, like if a dog get abuse does they also go ask the owner of the dog gets abuse like the owner Wil say yes she abuse that dog, but they come once ask the owner believe and it’s fine, why have rules over dogs (they must have space, exercise, toys, attention and a clean space) what that dog didn’t have, and okay he doesn’t get abuse but why a dog that’s living his life like a prisoner does not get the same support as a dog that’s been abuse, it’s also in a way abuse for a dog that’s like a prisoner.
