What does the Kempton/ Spartan spca actually do!

What is the actual point of Kempton Park or Spartan spca? We've been trying for 2 full months or longer to get help getting 3 kittens out of an industrial drain in Spartan. Now that we've actually had a response, my niece is being told to confine the cats. Does this make sense in real life? For one, she is at work! For two, these cats are OBVIOUSLY scared. For three, doesn't the spca pride itself on savings rescuing animals? Seriously, you want people to confine cats when they have no idea how to do it. Do you want my niece to scare them so they run into the road because that is what will happen. What on earth has happened to the compassion and dedication for animals? My niece has been feeding those kittens for months now, so the least the spca can do is take them off the street. If they are not going to do their actual job that they get paid for, we will simply take this issue to social media. After all, the cats are suffering on the street while the spca dither around. It is an utter disgrace.

Thank you for your concern for the three kittens in the Spartan industrial drain. We sincerely apologise for the initial request to confine the feral kittens, as we understand why this was impractical and frustrating, especially given your niece's dedication to feeding them. Here is an update based on our records: On October 17, 2025, after your complaint was received, we logged the details of the feral cats and noted that your niece was feeding them, which is why we initially suggested she attempt confinement. However, after you indicated that confinement was not possible, our office took immediate, practical action: 
  • A Field Officer was sent to the Spartan industrial premises that same afternoon to personally assess the difficult rescue environment.
  • As a direct result of the site visit, humane traps were immediately provided and placed at the location. This Trap-Neuter-Return (TNR) approach is the correct procedure for safely capturing scared, un-socialized cats that are moving in and out of a drain.
This process is ongoing. We are dedicated to the welfare of these kittens and are actively working to facilitate their safe capture and removal from the street. We will provide a final update to you once the kittens have been successfully secured and the matter is concluded.
