Spca Springfield is a joke and does not do its job

3 weeks ago, a neighbour on my street abandoned her dog. The spca were called numerous times and eventually an inspector visited the house in question. However, no one was there. I called the spca last week to follow up as the dog was still alone in the yard and I had been taking food and water for him. Spoke to an inspector Jabu who said that he's in contact with the owner and that she hadn't abandoned the dog and that she comes everyday to feed him. That's a lie cos I've been feeding him as well as another neighbour. Also that he had spoken to the owner and she said she was going to sign over the dog to the spca. However, he is still alone all day and night in that yard all by himself. Today my husband spoke to inspector Jabu and was told that the dog is being fed so there's no need to be concerned. Really? Does the dog not have a life? Does he not feel lonely and need love? Does he deserve to be out in the scorching heat panting? He cries and howls cos he's all alone. How inhumane is this? Why isn't the spca taking this matter seriously? Why hasn't the owner been fined and the pet removed from the property? If you can leave your pet alone for more than 3 weeks, you do not deserve to have them. It's disgusting that the spca has done nothing about it 😒 I have lost faith in them. They don't care about animals as they claim to!
