Racial Screening and Bad service

I was asked to fill out an application form, which I did and on 2 of the questions asked being 1.Why do you want to adopt: My answer was Pet, companion and security. 2. Would you chain your dog : My answer was Yes WHEN NECESSARY.I was them immediately rejected when they looked at my form, and I asked why ? Fisrtly they said they dont adopt dogs for security, and my argument was my first response was Pet and companion and finaly security and dogs alert you when someone enters your premises, is that not security ? On the second question I was informed that I cant chain a dog,I then debated and asked the lady if I am to go out jogging, can i not chain my dog ? I told her the question is Vague, coz I understood the question based on other peoples safety and when moving around oUtside the yard.The lady even told me this statement \I know you blackS like chaining your dogs"? This is a racial statement and I feel she judged me because I am black.I have not been afforded an oportunity to adopt a dog I love just because my understanding of the questions asked is different to the understanding of the person handling my application.I now understand why people would rather just go and buy dog"""
