Non Profit really

I am not very happy with SPCA Randburg. My dog got out today and was taken to the SPCA. When I called to find out what time they were open till I was not told I had to pay to get my dog out. When I arrived to fetch her they REFUSED to let me take her without paying a handling fee. I told them I was not working and unable to pay and they told me not to worry they would find a good home that will adopt her! Really she is my dog, my family, and they will not let me take her without paying. So how do I get blood out of a stone. DISGUSTING!
