No service can not adopt my dog

Went through all the trouble getting the spca out to do a house inspection they came out on Monday and past the inspection, went to Benoni spca found my puppy and paid the money till today the dog has not been sterilized and no paperwork has been submitted from springs spca i thought they cared about the animals but looks to me they like making them miserable for the most of there life.
