Durban SPCA negligence in regards to anonymity.

I have a complaint about a Durban SPCA official who visited in regards to an anonymous complaint about my neighbour's dogs. He mentioned to my next door neighbour that your neighbour complained. This created an ugly argument, whilst he was present between my neighbour and myself. To clear the argument I asked him to tell my neighbour it was not me, he refused and asked to speak to me at my gate. At my gate he told me the caller wanted to remain anonymous. I don't understand how he told my neighbour that her neighbour complained. There are next door neighbour's on both sides I have a false allegation made against me. I requested from him in person his personal details, He refused and unkindly referred me to the vehicle registration number. (BG 86 CH ZN)
