Durban & Coast SPCA
I have called the Durban and Coast SPCA on several occasions to report a case of neglect. Although the inspector has been to the premises on at least three occasions the porr animal is till on a shot chain to a wall and left out in the sun and pouring rain with no shelter or even a blanket to rest his body on. What a useless organisation they are. What use is it to have rules and regulations when you are either reluctant to enforce them or just apathtic about performing your duties . The poor rescuse organisations do more to alleviate animal cruelty and these are private citizens who do this out of a love for animals .

29 Sept 2021, 13:48Thank you for the response and I pray that this poor creature actually makes it through the next seven days especially with the rain and cold forecast for the next few days never mind the inclement weather he has already been exposed to for the past two months that I have been aware of and have been waiting for the SPCA to act on his behalf.

30 Sept 2021, 15:15Our Inspector has conducted 5 x inspections at this address. The last inspection was conducted on 29/09/21. Findings were:
Whilst the dog is on a static chain, this is confirmed to be a temporary arrangement preventing him from getting onto the road. The owners are moving to a property with more secure fencing. They cannot make alterations to these premises as they do not own the property. He has adequate space to move around, lie down and reach his basket comfortably. There are no obstructions to his chain. There has been bedding provided during all inspections. This was checked yesterday and found to be dry as the basket is protected by the covered verandah, providing shelter from rain and shade when sunny. Follow-up inspections are planned.
The Durban & Coast SPCA has acted within the boundaries of the law as is required of us. Please bear in mind that the law does not provide specifics and all Inspectors are required to be able to prove suffering, beyond a reasonable doubt before a Warrant to Seize can be obtained from a magistrate. While one’s personal opinion may be of a higher standard, the law only provides the minimum requirements. Therefore, each case must be taken on merit and the evidence on hand at the time of the investigation.
