Dog found by my gate
“I initially called you to inform you about a vicious dog at my gate but you told me you don’t take roaming dogs. This dog has been by my gate since Tuesday. This dog has been terrorizing people not only that it bit one child today. You will be quick to respond to a white person who complains about a dog being tied with a chain or a dog next door that hasn’t eaten for a day/two... but If a black person calls you to inform you about a vicious dog that terrorizes people, not just one person but an entire community you blatantly ignore me and literally tell me to ‘voetsek’. I will **** this dog and Dump it at the nearest dumpster. I don’t know, should it **** me?/us? Before you guys react?...please enjoy the rest of your day. I really don’t know how u go to sleep knowing you rejected peoples rights to use this service. Thousands have died and have been injured but that doesn’t seem to bother you at all. To clarify, stray animals are the responsibility of the local Municipality and the Law Enforcement officer should have been contacted in this regard.
The SPCA's main mandate is to prevent cruelty and enforces the Animals Protection Act No 71 of 1962 which pertains to the protection of animals acts from cruelty to animals from humans.
If a person was bitten the victim would need to open a civil case with the police in terms of Section 1 of the Animals Matters Amendment Act, 1993 which provides recourse for medical costs and permits the court to rule on the animals and whether the owner is fit to own the animals.
Your post covered a variety of animal related aspects as explained above, not all of which fall under the ambit of the SPCA. It has nothing to do with race, religion or social status - the SPCA has to adhere to the same laws that the public do and therefore cannot act outside of these parameters.
