Animal cruetly

My cat went missing last week, a lady found him in Randburg Northcliff and took him to the long street Vet clinic. The vet then decided to send him to Booysens SPCA. I found this rather strange as to why they didn't send him to randburg or even roodepoort spca. I called the Booysens spca and a male told me that i cannot get my cat back unless i adopt him for R1000. I told the man i couldn't afford that and he said he will call me back. To date i have been unable to get through their telephone line and he has not called me back. They are literally holding my cat for ransom and won't take my calls.

We at the National Council of SPCAs will forward your complaint to the Johannesburg SPCA asking for a response. Their response shall be posted within 7 days.

Please note your emailed complaint has also been sent to the Johannesburg SPCA.

Response from the Johannesburg SPCA:

The cat was brought through to us on the 5 August at 13:30. The owner only contacted us on the 10 August.  During that time the animal was still in the 7-day stray period.  The impound fee of R179 + daily holding fee of R500 (R100 per day) + microchip fee we implant R350 came to = R1029.  We explained this was municipal fees as we are the official pound.  Lady stated she could not afford the re-claim fee and it was also her son’s cat.  We tried phoning again on the 12th August and again the 13th August as we have not heard back from her.  The cat is currently still with us and is up for the cat adoption fee of R700 as the stray period ended on the 12th. She is welcome to re-adopt her kitty, but has to follow the readoption proses of having a pre-home done first and having the cat sterilised before going home.  Inspection is subjected to approval / rejection by the Inspector doing the home check. Please note this proses might take up to a week as our Vet only sterilises on a Tuesday.

I have received no call backs as stated and their contact number doesnt go through when i call. Even today I tried and could not get through. This cat is my sons cat, he is very attached and highly traumatised by it. Please tell me how i can get my cat back.
