An Inspector that only has rules for a few people

This is an inspector that does not seem to know how to read a dogs vet card and has different rules for different people based on their opinions and not facts. I have facts and evidence. He made numerous visits to both my neighbours and have still allowed their dogs to be confined and kept on a chain after he has left. When their dogs are roaming freely in their yards its on days that he is making his visits and I find this very strange that they always know when he is making his visits. Something doesn't feel right there. I also have evidence that their dogs are still confined and still on chains. He needs to be fair to all people because at the end of its for the well being of the animal. He gave me a warning for assuming my dog is underweight, my dog has been for all injections, all weigh ins, he is a thoroughbred registered Pitbull, showing the vet card meant nothing to this Inspector that stated all the facts. Probably he didn't know how to read it properly.

In closing get Sydney Nkomo to respond but also make sure he doesn't fall prey to my neighbours that keep their animals confined and chained. This is not a complaint about my neighbours, THIS IS ABOUT THE ANIMALS.
