Adoption refusal
I wanted to adopt a dog from Swellendam Spca and they refuse to give me a dog because I live in a town that does not have a 'PROPER' animal welfare. We do have KAPS animal welfare that looks after Karoo animals but that apparently is not good enough. I live on a beautiful guest farm and I have 2 other dogs that were adopted from welfare and they get treated better than most humans. That dog has been sitting in a cage for months, they keep advertising him and pleading to the public to adopt him. I can give him the best home that any dog could ask for but they refuse. Very disappointed and disgusted.

“Estelle app**** to adopt a dog from Swellendam SPCA. The application couldn’t proceed due to her residing in an area which is too far from Swellendam for the Society’s inspector to conduct the pre and post adoption inspections SPCAs are required to do in terms of the SPCA Act 169 of 1993. SPCA Inspectors carry magisterial authorisation to operate in specific districts and Swellendam SPCA has no such authority for the area in which the applicant resides. SPCAs may not adopt out of their area of jurisdiction where there are no established animal welfare organisations in the area who are not only able to conduct inspections on the SPCA’s behalf, but more importantly, to take appropriate action in the event the welfare of the adopted animal is compromised; which sadly does occur from time to time despite stringent vetting of adoption applications. The reasons for being unable to proceed were explained to Estelle but evidently not accepted, which is unfortunate. Swellendam SPCA acted responsibly in declining the application in the circumstances, and in accordance with the legal framework within which it is obliged to operate. We also must clarify that Estelle never met the dog app**** for in person, nor has she ever visited the facility. Her statement that dogs are kept in “cages” for months in untrue. Swellendam SPCA’s resident dogs spend their daytime in social groups in exercise enclosures, only returning to their kennels in the evenings as can be attested by anyone visiting the facility.”
