Unable to provide funding after SOP signed

I have a child awaiting funding for 2017 from NSFAS when I call NSFAS they say its paid out I should enquire at College, at College they say they waiting for an sms from NSFAS. I need help now this people are taking me from pillar to post and its already the new year now.
