Rude debt collectors of NSFAS

I have been harassed by this company for the past 4 months after 18yrs i was out of school. They telling me i awe them some thousand. They never contacted for 17 and half years. Only now they breathing trough my neck. What are the regulations of this country concerning old debts that you never look after for 17 full yrs.
