Repayment arrangement letter not attended to

I really am ****ed with NSFAS, I have been sending my repayment arrangement letter since September for them to deduct and they still haven't responded, I called a couple of times I'm told that they still busy. Are you guys waiting to deduct your own money that you want from our salaries like you doing with other students who not even bothering themselves to make payment arrangement.
