NSFAS Refund still unpaid

I was previously funded by NSFAS and was paying my loan via the persal system. Even after finishing paying the debt/student loan NSFAS continued to deducted monies from my persal. I contacted them and spoke to call center agent by Lorraine Mooko who emailed me my statement and a refund form on the 16th January 2019 . She advised that I contact the call center on the 1st February 2019 in order for them to advise me on the exact amount that is due to me. On the 4th February I took the refund form which she sent me to my bank to confirm my banking details and I was advised that I will received my refund of R 1410.94 within 21 working days. I have since been making follow ups with regard to my Refund but seemingly I am given a run around. Even yesterday, the 26th March 2019 I made yet another follow via their contact center ***and I was told they have a lot of refunds still to be paid out and they cannot advise me as to when will I get my money back. I am beyond furious and I am getting the impression that these people don't want to give me my refund back. Please help me.
