NSFAS failed to pay my fees as agreed

I was a student at Vaal university of technology from 2012 till 2014 and i was using NSFAS ,last year my fees were not paid which led to me owing VUT R62 000. I graduated on april but my diploma and my academic record were not awarded since im blocked. The instituion now is sending debt collectors to call me and ask for money which i do not have. I signed an agreement with NSFAS and i was awarded R62 200 but none of this amount was payed into my account . When i call NSFAS head office they tell me they won't pay since im no longer a student.I need my diploma so that i can get a job and help my grandmother at home.
