Nsfas

My young sister app**** for nasfas and she was declined because they said my father is earning more than 350 000. father does not work he was a teacher the amount he got it's even less than 350 000 and now his a pensioner who also get a sassa pension because his money he get month it's too small, I've submitted all related documents as proof but when i try to email to them they respond with emails saying they are closing my ticket because they've already done with her quire and the outcome is final .Can someone please resolve the matter. I am now frustrated because my young wants to study and there is no money
