Is NSFAS *****ing from poor people?

I'm a third year BEd student at UNISA and was struggling to pay my studies, therefore I decided to turn to NSFAS for help. NSFAS paid only part of my first semester in 2017 and paid absolutely nothing since. I app**** for a gap grant at Unisa where they charge R400 less on fees. NSFAS claimed all the gap grant money that UNISA charged me less on. Eg., if my full semester fees are R8000, UNISA deducts a R400 and my total fees are only R7600. Why and how do NSFAS they get to claim that R400? I had to pay my 2nd semester out of my own pocket since NSFAS didn't pay anything after me waiting and waiting for my registration to be paid by NSFAS... and nothing! I was forced to find a way to pay my own fees, else I would have been a semester behind. I have all the receipts of all the books I purchased and all the deposits I have made to UNISA. After I have paid for all my modules, I cancelled 1. After cancellation of a module, UNISA reimburses you with part of that module cost. The module was about R1100. After I cancelled it, UNISA reimbursed me with a R505. NSFAS claimed the R505. Bear in mind that I paid my 2nd semester fees out of my own pocket, so how in the world does NSFAS have the right to claim my money? I thought that they claimed it because they paid R3460 in the first semester and they R505 which they claimed would then be deducted, but it somehow accumulated. Then, I received a statement from NSFAS in August telling me that my balance due to them is R5960! How in the world can my balance have escalated from R3460 to R5960 when they haven't even paid anything since the beginning of the first semester? I emailed NSFAS months ago querying about this overcharge and I haven't received any response. I am deeply dissapointed in NSFAS because instead of helping me, they seem to be *****ing from me. I expected them to lighten my financial burden, but instead they have worsened it. I have also heard that when you pass all your modules, you receive the NSFAS loan as a bursary. I have passed all my modules, but that was not the case for me. I apparently owe NSFAS almost R6000 for who knows what and I refuse to pay this money. Please help with this matter!
