in-compassionate consultant

I would like to report a consultant who simply hangs up whenever you try to get help. this guy doesn't know what he's doing and whenever you ask for solutions he simply hangs up.

please, this is unfair and acceptable because he has been placed there to assist people.

I am hoping that someone will look into this and take it seriously.
