Taxed to Urinate

Why do customers who shop at the Pick N Pay and Clicks and many other shops in the centre have to pay R2.00 to use your toilets. I find that to be very lousy for a shopping centre to tax customers to use these facilities. Besides' I'm sure the rent collected can surely cover for the cleaning of the facility. Please advise.
