Bad service

I have been in the clinic from 12:20pm and its now almost 3pm, I do not understand why all the staff should take lunch at the same thime. What will happen if there is an emergency and there is no one to assist. We have children and and older people who needs assistance, it's cold and raining, feeling cold here waiting for nurses to resume work. When you ask for their senior, they say she's not available, how doesn't it work?? That people work under no supervision. I have never been in a government facility where you you get good service.
