Waiting till last minute

After more than 8 weeks, but exactly 2 months I get a call at 15:00 to get some details from me as it wasn't clear on the form (the form was typed as I know I have terrible hand writing). After a lot of communication problems with the lady submitting my payment, at 16:00 while still waiting for feedback from her I phoned back and was told that everyone has left the office and her transport was going to leave her behind, but she will do it early in the morning. Why does a company wait 2 months to have a look at my form and realize that some of the details was not clear? Is this not something that is checked when it is received, what if that money was urgently needed and this is the type of service received?

I am deeply disappointed.
