claim still not paid

I submitted my documents in October 2014 and in march 2015 I was referred to nmg for payment.when you call them they either don't answer the phone or tell you the person responsible is busy on the other line and will call you back.they never call you back.i was calling nmg at least once a week since March 2015.Then I was given Ann de Vellier' s email address, she told me my claim will be paid within 2 weeks, that was on 02/06/2015.No payment was done.
