STRUGGLING TO GET MY REFUND OUT OF THE MUNICIPALITY

I have requested for more than a month for a refund that needs to be done on our account after our house in Marloth park have been sold. In August I spoke to the lady dealing with the accounts, and she advised that I should call back at the end of August, as I have at that time called her in the middle of August, end of August I received a statement, showing that the refund due will be 16/09/2024 - since then no refund was made, I have called numerous times without luck. Every time the lady has a different, excuse - of why is supposedly not at work or unable to make the refund. I have never in my life experienced such bad customer service, even when you call the office - the telephone manners is non-existent. Can Someone please call me back and advise on how long I will have to wait for my refund to be made.
