Consumable product not provided as advertised

Service provider did not provide product as advertised. A purchase was made for a smart watch wish enclosed ear buds in the watch, instead what was received was a simple risk monitor with one totally separate air pod that does not even fit into the device as promised. The cost for this product was $35 and when I raised the issue with the provider, all they indicated was they would refund me $10 for a product without any explanation as to why the product was not provided as advertised.
