NHBRC - Useless Service - I am worse off now

I built my home a year ago and was asked to pay R30 000 to NHBRC as they will cover the issues with the builder. We are living in my new place since February and the builder has many quality issues. NHBRC, after several attempts, finally sent their inspector to meet with me and the builder. It was identified that many issues had to be resolved and they gave builder 21 days. They did not tell me if the builder does not fix anything or messes up, that I will suffer. But this is what is happening now. The builder sent cheap aluminium guys to turn the doors around as it was wrong way as per plan. These guys, left huge gaps and I cannot lock the door nor open properly. My family is at risk for 1 month, I have rain water coming in...and all the NHBRC can say is they will send the builder to their legal but they cannot help with my issues. Note, it was not an issue, but after NHBRC promised to be onsite to ensure the job is done correctly, their inspector was at my site for 20min, and left the useless aluminium guys to damage my property, and now they say they cannot do anything. The only reason I allowed the builder and his useless team is because NHBRC promised they will ensure quality
