Incompetency

My mother has since lodged an enquiry with NHBRC on the process to change her builder on the 2nd of May 2019. NHBRC then sent her forms of changing the builder however, they indicated that their turnaround time to respond to issues is 30 days. At that time my mother had fired her builder because of his inconsistency and incompetence tendencies, which he retaliated by serving my mother with legal documents. Because of the 30 days turnaround times of NHBRC, my mother then had to look for a lawyer to assist her resolve the issue with the builder, and out of court agreement between the two of them was reached, with a condition that the builder would continue under close monitoring. This unfortunately came with financial implications on my mother's side. The builder however eventually went back to his tendencies, in the process of this NHBRC was kept in the loop of the situation as it was always copied in the emails between my mother, the builder, the bank as well as the lawyers. NHBRC eventually responded, saying the matter was forwarded to the legal department, they then contacted my mother for an appointment, which she attended at the sunning hill offices. At this consultation she was advised to formally lodge a complaint and submit it with an affidavit from the police station. She was also advised to submit the forms with a new builder to be registered, the process has since been there, with numerous emails and calls follow ups by my mother, without any clarity on what the position is regarding NHBRC decision making. NHBRC claims to have sent the builder a letter of termination of the contract. However, what's funny is that my mother was not involved in that process, she heard from the estate security management. That the builder has been terminated, but we still not sure of that since we don't have proof of it. In the meantime construction is on hold and as we speak my mother is servicing the interest on the loan amount that the build has withdrawn, while paying rent of the flat she is renting while her house is being built (since the beginning of May 2018). Since their issues started, the "terminated" builder has always maintained that he wants my mother to rent and pay her bond beyond November. (As we speaking the project is five months behind completion schedule). NHBRC has all the proof of the fights and the incompetency tendencies of the builder but till today, they are dragging to register the new builder si that my mother's house can be completed. We suspect they probably have personal relations with the builder. I also wrote to @NHBRC on Twitter, and they have rep**** wanting to know what's happening with the process, not sure if they escalating the issue or what.
