Complaint closed without being resolved

I bought a house in protea glen and was give the house keys. When i asked the bugglar man to install the bugglar doors and windows in my house he noiced that the windows are scewed. I then called someone from the construction to come to the house and show them, they saw the mistake but when their supervisor arrived they did not agree with me because their supervisor was saying i am not seeing clearly. I then informed them that i will take the matter to my lawyers which i did. My lawyers communicated with them but they still refused to fix the house. The matter was then taken up with NHBRC. I then received an email from my lawyers on the 7 Decemebr informing me that they (NHBRC) want an occupational certifcate and a notification to the builders.

I email the notification to the builders, the one that was sent by my lawyers to the builders and I also informed the person that i did not receive an occupational certifiacte and i did not know that I was suppose to receive on. Then the person decides to close my complain without assisting me.

I am a first time buyer of a house in my family and did not get any advise from anyone excpet of the adivse i was getting from the agents and the lawyers (not the one that assisted with the complaint). I had no knowledge that i was suppose to receive an occupational certificate.

But not having that knowledge, does it mean that the agent and the construction company must get away with building houses that are cracking in every corner of the house.
