Missing bracelet from a 2 piece set.

www.newchic.com. I ordered a 2pcs couples bracelet. They only sent half the order, now they want to give me a refund, but I want the other half of my order. No matter how much I ask, they refuse to send the missing bracelet from the 2pcs set. They will only refund me what I paid them, but I also paid an import tax that I won't get back. I just want the missing bracelet to be posted to me, but they won't send it.
