Unfair treatment

I called Newcastle NPA on the 5th of march and they said my license has arrived only to find out it hasn't. After driving all thecway from Pietermaritzburg and I didn't get my license. The lady that helped me said they never asked me to come and do my license in Newcastle even after I explained to her that I did my drivers license there because I was residing in Dundee by then.
