Exploiting old people

Mrs MJ Erasmus (my mother) sold her flat at Onze Molen Retirement Centre using the in house Marketing Manager (Cindy Stemmet) to facilitate the sale.
She was told to vacate the flat a week before the end of the month (so that it could be painted and new carpets fitted) if she wanted payment by the first of the next month.(August) The people who bought the flat took occupation at the beginning of August.
It is now the 12th of August. Mrs Erasmus has not received any money. Cindy Stemmet has not made contact at all to explain the delay in payment.
The secretary/manager (Janine) at Onze Molen has sent e-mails, first promising payment last week and another e-mail today, promising payment in a few days when the new owners property is registered at the deeds office. These flats are Life Rights flats that are not registered at the deeds office!!
No mention has been made of occupational rent or any other form of compensation for the late payment.
The lack of communication is stunning!
What must old people do if there is no respect for the need to manage their cash flow and meet their financial commitments, if the can't base it on undertakings given?.
