Give the service, once payment is made, don't drag your feet

Waiting for water meter to be replaced and nobody seems to know anything but I have made payment. Why is it that companies always want you to pay but then drag their feet for the service once you have done your part and paid them for the service. Please come and instal meter and stop this, honestly. What ******* service.
