Neteller does not work

Since opening my account I have not been able to transfer money to the intended destination. Now I want to close my account and am unable to log in as they require 2 step verification through the mobile app. I am not able to get into the mobile app as that requires a one time password that I do not get. This is nothing but a scene to ***** my money.
