Water leak house at risk

I would like to tell my side off this story the reason why iam taking this on is because I have been calling this number for the water leaks for about 3 Years they say you must call this num they promise to come out and fix this leak but no one comes the water is under my houses foundation and this is a prob for me two guys come out and promise to come the next day but never showed up this cant go on as my house is at risk I have been asking even went to the depo once I just want someone to come fix this problem my years in front is full of dirty water in front in the street outside my house is a leak and it is always wet deep holes are in the street plz help !!!!!!
