Water leak

Good day my parents have a problem with a leak thats outside the yard and the water is going into their yard and its fludding their yard and the have contacted the municipality since 3december till today and everyday they say they will send someone the matter is getting worst and alot of water been wasted as we sit with a water crises in our country Can any one please help cause recently it will cause damage to the property aswell
