Unfair closing

My husband and I tried to start a small business from our vacant residence. my husband was retrenched in 2017 and I am the only bread winner for our 3 daughters. One of my girls is terminally ill and we trying to provide for them. I had a back operation which causes me to struggle physically as well as mentally. My husband got liquir lisence an waited for almost a year until it was passed. Eventually we started trading on womensday in 2019. We had a visit from Mr Loxton from the municipality telling we trade ******* and we need to close down. she said she will send the letter in nov 18 before she goes on leave... We checked daily but no letter came. we asked someone to help us to submit our paperwork and it was handed in late November.2019. Up until now our paperwork is getting lost continuesly. Mrs Loxton denied when I called her on 19/02/20 that she ever received any paperwork from us. I feel its unfair because ppl that came later than us got their signatures and letters back to continue trading.We are closed for the third week and we just trying to make an honest, legal income.
