Ridiculous municipalty rates

These guys are milking us, they made an error on their way they record electricity meter, now just for one month they said i owe they R157000, i have been going to them asking them to do recalculations, but i am not winning. everytime i pay the minimum amount, it is calculated on that amount i owe them, it is not fair at all. Can you please help, they keep on telling me to come and check every month but nothing is happening.
