Port Elizabeth Traffic department - Pat Gounder's poor service delivery!!!

Assistant Director Pat Gounder from the Port Elizabeth traffic department took my escalated call on Monday and promised me feedback by 4pm yesterday. Why am I'm not surprised that he has NOT gotten back to me? When questioned about the mishap in his department, he mentioned that he's a busy man, and that the workers are sub contracted out, therefore it's not their fault....really now? So tax payers money is paying your salary, however there is no accountability for poor service delivery? I'd like to know what Mr Warren Prince, the Director has to say & do about this?
