Nelson Mandela Bay Municipality Sucks

Absolutely useless municipality. I have a simple request to change my address. Facebook says they working. Sent FB messages, first time my message was answered incorrectly everything else ignored. Tried calling. First time call was answered but was put through to where it just rang. Tried phoning at least 5x after that. Each time phone is answered but they dont speak. Sometimes you can hear them chat when they accidentally un****le the phone. Email, well no response yet. So how the hell does one get in touch!
