Municipal utility accounts

Whats with our municipality in Port Elizabeth (Korsten), that is overcharging all residents, including myself, by estimating our water consumption, instead of going around to the houses to take the actual meter readings, and bill us/me accordingly? I've gone back only 6 months on my statements received from them, and I've dicovered that they estimate your consumtion at least every second month. These estimations then pushes my water consumption over the maximum monthly limit being 15 units. Then whatever amount of units that is over the maximum limit, gets billed at an enormously high tariff and reconnection fees are also added to the account. But when i looked at the actual meter readings taken from the meter every month, the actual water consumption is far less ( and always less than the maximum limit of 15 units). When making enquiries at their offices, you are blatantly just told," the account is right, YOU MUST PAY YOUR ACCOUNT". I'M TIRED OF THIS *******ION, AND USELESS STAFF.
