Monthly Water bill Rise on Vacant Property

Complaint Ref/no ***, with no response, since 19 March 2020. About water bill that increases every month for a property that is vacant since January 2020, with water switched off. First and last email from them was 8June 2020 response said they were investigating nothing after that. And now the eletricity is blocked.
