Is there someone qualified working at NMMM who have the knowledge and drive to help me?

Good day. I have inherited a piece of property in the Despatch area of Nelson Mandela Bay Metropolitan. All of a sudden after many years I started receiving rates and taxes on a certain erf on my property. Property that I pay and have been paying rates and taxes on diligently for years without fail. I immediately tried to get hold of someone at NMMM regarding this with NO result. I decided to make a note and keep on paying the way I have been for ever. Eventually the amount with penalties went up to more than R25000. I then got in my vehicle drove to the headquarters in Port Elizabeth (where there is NO parking for customers. The area is so ***** you feel very unsafe and fear for your car and your life.) I got to sit in front of someone who clearly could not grasp my situation. From there I luckily ended up in a department with someone who could help. The person found out that the Erf in Question that belonged to me was rezoned by the NMMM as a "Public Open Space " meaning that I can not sell or develop or build on that property . They decided. I got all the proof of this printed out and on paper. My question then was that if that was the case and I can no longer use the property (my property) then why do I need to pay Rates and Taxes? Why do the NMMM not buy my property from me if they want to turn it into a " Public open space"? I could not get an answer on this seemingly simple question. Emails were sent out to Managers of departments. In the meantime I kept notes and the rates and taxes kept on piling up. When I received another letter of warning I got in my personal vehicle again and drove to Uitenhage to see the person who deals with housing . Amazing helpful person. Whish he was one of triplets . He showed me plans and papers and gave me copies. He could not answer my question but wrote my question in emails and sent them to Managers of departments and gave me copies. That was when the outstanding amount was in the range of R50000 Still no reply from ANYONE at NMMM. Now today I get a warning from an alleged lawyer working for NMMM urging me to pay the full amount of R88000 or else. PLEASE Hello Peter What more can I do? Is there someone qualified working at NMMM who have the knowledge and drive to help me, a honest hardworking tax payer (never missed a month and I can prove it) to sort this out. Thank you in advance.
